For a century and a half, the International Red Cross Movement has been the most powerful and serious humanitarian organization protecting the lives, health and human dignity of people around the world, especially during wars, armed conflicts and emergencies. Conceived in 1859 by Swiss businessman Henri Dunant, the movement began its activities in 1863, when Dunant founded the so-called “Committee of Five”, which was tasked with exploring the possibilities of neutral assistance to the wounded on the battlefield, developing the status of neutrality, ways to protect the wounded, and attracting volunteers to help the wounded on the battlefield. The Swiss efforts paid off. A year later, an international diplomatic conference was held, which approved the first Geneva Convention for the Amelioration of the Condition of the Sick and Wounded of the Combatting Armies in the Field. The idea received wide support and, despite the inevitable “difficulties of growth,” national committees of the movement were established in almost all European countries, and in 1876 the official name “International Committee of the Red Cross” was approved.

In the course of its activities, the ICRC has constantly tried to alleviate the fate of civilians caught in the war zone. In the territories that had the status of occupied, the Red Cross helped the population in accordance with the terms of the Hague and Geneva Conventions, which currently contain more than 600 articles, including those on the protection of civilians in time of war. According to the 1977 protocols, the Geneva Conventions are also valid during internal conflicts. Naturally, the International Committee of the Red Cross could not stand aside when the bloodshed in eastern Ukraine began. Today, this organization provides comprehensive assistance to the victims of the armed conflict in our country. In 2015, the ICRC planned to allocate financial assistance to Ukraine in the amount of $84.5 million, most of which has already been received.

One of the humanitarian facilities that the Committee drew attention to the improvement of its work was the Artemivsk Central District Hospital. This medical facility not only continues to provide full service to the residents of Artemivsk, but also provides medical care to the IDPs living in the area. In addition, during the period of intense hostilities, Artemivsk Central District Hospital turned into a transit point in the frontline area. Its medical staff has been selflessly receiving, operating on, stabilizing before evacuation and evacuating the wounded, both military and civilians, for many months.

As a rule, the tasks of medical personnel include emergency medical care, urgent surgery and stabilization, after which the victims are sent to medical institutions in larger cities, such as Kharkiv or Dnipropetrovs’k.

Today, the hospital is staffed with highly qualified specialists and is provided with everything it needs, but during intense fighting there was a shortage of certain medicines and clothing for discharge or transportation of patients. And while the need for medicines can be met by volunteer organizations, solving the problem of backup power supply in case of an unforeseen power outage (let’s not forget that Artemivsk is actually on the front line) is impossible without serious financial assistance from humanitarian heavyweights, which undoubtedly include the International Committee of the Red Cross.

As part of this assistance, Dalgakiran supplied the ICRC with a diesel power plant Dalgakiran DJ 198 CP with a capacity of 198 kVA, based on the economical COOPER diesel engine. We hope that this power plant will completely solve the problem of backup power supply to the Artemivsk Central District Hospital and help its staff save many more lives.
